David earned a Master’s of Public Administration from the University of Delaware in 2011 while serving as a Legislative Fellow with both the State Senate and House of Representatives. He also worked as a Legislative Aide in the Delaware House of Representatives.
He was first elected to the Delaware House of Representatives in 2015 and has been fighting for the residents of the 18th District to ensure their voices are heard in Dover. He currently lives in Whethersfield with his wife, who is a public school teacher, daughter, and two dogs.

Why I Serve

David's motivation for public service is guided by his belief that government should work for all citizens, including working families and their children, not just the wealthy and well connected.

We need to ensure that all kids have access to high quality education in Delaware’s public schools, all hard working citizens have access to well paying jobs if they are committed to finding work, and that our economic policies support the middle class.

“I will work to protect and enhance the quality of life for all Delawareans and ease the tax burden on the middle class by ensuring the wealthy pay their fair share.”

Focus on the middle class
Delaware’s economic focus should be lifting up the middle class by reducing their tax burden and making sure everyone pays their fair share. For too long, the burden of funding vital state services has been shouldered by the middle class. We also need to protect workers’ rights to organize to ensure that an honest day’s work yields an honest day’s pay. Working to ensure that all Delawareans are paid a living wage will produce an economic windfall that will be felt by everyone.
Invest in infrastructure to keep pace with development
The 18th district knows firsthand the inadequacy of our infrastructure in the face of rapid development. DelDOT has developed necessary projects to ensure our roads can accommodate the additional cars on the road and enhance public safety. Making sure these and several other infrastructure projects move forward will be a top priority for me. Residents throughout our community deserve safe roads to drive on, and making these improvements will mean more good-paying jobs for workers, so it’s an investment worth making.
Ensure every child has access to a high quality education
We must ensure every child has access to a high-quality education. Education accounts for a large percentage of all state spending. We need to make sure we are maximizing each dollar spent. That means moving money away from government administration and putting it where it belongs: in the classroom. We need to give teachers the resources they need to educate our children to the best of their abilities and ensure they are free from ‘teaching to the test’.
